TRA approves Reference Access and Interconnection Offers of Dominant Licensees

The Telecommunications Regulatory Authority after detailed review and consultation process with industry has finally approved Reference Access and Interconnection Offers (RAIOs) of two dominant licensees; Omantel and Ooredoo. The licensees have been given 2-months time to replace their existing wholesale agreements with new agreements in accordance with the approved RAIOs.

Conclusion of the consultation process on non-price terms

This is in reference to consultation on the Draft reference Access and Interconnection offer, the TRA would like to take this opportunity to thank the licensees for their participation in the Consultation Process.

The TRA received two responses on the final non-price terms of the published RAIOs, which are published here on TRA’s website for the information of the stakeholders.

Licensees submissions following the Industry meeting on RAIOs (non-price terms)

As per Article 60 of the Access and Interconnection Regulation, The TRA as part of its review of the Second Draft RAIOs of Omantel and Ooredoo, have organized an industry meeting on 6-8th of march to discuss a number of unresolved issues which are related to the non-price terms of Omantel’s and Ooredoo’s RAIOs.

After the meeting, the TRA invited all participants to submit their written responses to the issues discussed during the meeting.

The TRA received five responses. These are published – excluding parts that were marked as confidential by the relevant licensees- as below.

The parties are invited to provide their comments to the TRA on the submissions mentioned above within five days from the publication of the same.

TRA’s Comments on Proposed Charges in First Draft RAIOs

This is with reference to First Draft RAIOs which were published by Omantel and Ooredoo on their website for public consultation.

The TRA has concluded its review of the price terms set out in the First Draft RAIOs and has developed a set of comments, to which Omantel and Ooredoo are now required to respond to the TRA. (These comments are attached below)

Second Draft RAIOs and Replies to Comments on First Draft RAIOs

This is with reference to the consultation on First Draft RAIOs of Omantel and Ooredoo.

In response to the comments and/or proposed modifications by the licensees as well as TRA on the First Draft RAIOs, Omantel and Ooredoo have provided their replies on the same and submitted the Second Draft RAIOs in both track-change and clean versions accordingly. These are provided below.

Please note that the Second Draft RAIOs should not be considered as approved by the TRA. The TRA, in line with Article 60 of the A&I Regulation, is reviewing the Second Draft RAIOs in conjunction with the explanations provided by the two operators in response to the comments they received. During this review, the TRA, under Article 60 of the A&I Regulation, may direct specific questions to dominant licensees and/or any of the commenting parties to be responded in a given time frame.

Consultation of Draft RAIO – Extension

This is with reference to subject above, The TRA has received some requests from market players in the industry for extension in time for submitting comments on Reference Access and Interconnection Offers (RAIOs) of Omantel and Ooredoo Oman.

In view of the importance of the industry comments and contributions to have a balanced view of the offers, the TRA is pleased to extend the deadline to 11th of October 2016 for submitting the comments on RAIOs.

Announcement to Extend the Deadline relating to Review of Draft RAIOs

This is with regards to the on-going public consultation on the Review of Reference Access and Interconnection Offers (RAIOs). The industry has approached TRA requesting extension in the deadline for submitting comments on the Public Consultation Document. The TRA would like to announce that it agrees to allow the interested parties to provide their responses to the questions raised in the Consultation Document latest by 20th September 2016(instead of 6th September 2016) in hard and soft copy (both in PDF and Word format) to the TRA.
