Automation of Legal Services in the Telecommunications and Postal Sectors: Telecommunications Regulatory Authority Launches the Legal Affairs System

The Telecommunications Regulatory Authority has launched the Legal Affairs System as part of its efforts to develop and modernize the legal workflow across the telecommunications and postal services sectors. The system aims to enhance procedural efficiency, strengthen transparency, and reinforce governance, while accelerating processes, reducing paper-based transactions, and improving the experience of beneficiaries and companies.

Among the key services provided by the Legal Affairs System is the automation of inspection procedures carried out by the Authority in the telecommunications and postal sectors. Inspection activities and enforcement actions are electronically documented, violations are recorded and tracked, and related decisions are issued through the system.


The system also enables the submission of review requests for decisions issued by the Authority in a simple and streamlined manner, allows for the electronic payment of fines, and provides the option to submit requests for dispute resolution between operators. In addition, individuals and companies can receive instant notifications upon the conduct of inspections or the registration of any violation.

The establishment of the Legal Affairs System represents a successful model for knowledge localization and national capacity building. The system was developed and implemented by Omani professionals who were academically and practically trained under the Nafath Initiative, which targets graduates in telecommunications and network engineering. The initiative has contributed to qualifying and empowering 94 national competencies in programming and technical development, enabling a number of them to pursue careers as independent business owners.
